I have been talking to EA and Microsoft about the same problem. They do not have a solution.

I have the same issue.
UPDATE: on a hunch, I went into my harddrive storage and deleted both installed disks (I did not delete any saved games nor DLC) and It seems to be working now. It also got rid of the sign-in change issue when you load the game.

Have you tried importing a save?

yeah, it seemed to work then. Although, when I started the game today, the sign-in change thing appeared again when I first loaded the game. Yesterday, I cleared the cache hoping to fix another problem and when I started ME2 it needed to re-download the update. That's the only cause I can think of for the issue coming back. I'll keep trying to figure out how to keep it gone.

I'm having a problem importing ME1 to ME2 as well only it doesn't say "there was a sign in issue" it just doesn't show any of my completed ME1 files. I checked my system thinking I might have deleted them but they are still there but for some reason ME2 doesn't recognize them or something?? i've played this game many times before without this issue any help or ideas appreciated. I'm thinking it might be the update I just had to download?? help plz:(

Anyone found any solution for this bug?
If I disconnect from live and try starting a game while offline I get a DLC corrupt error.
So now i'm really annoyed that I have just played through mass effect 1 and now can't even import the save to ME2 because of this sign in changed error.
Also I have a bad feeling that this bug might be in Mass Effect 3 as well because I got the sign in error while starting the demo.
EDIT: Just done what Fegner said and uninstalled the game. I have now managed to actually import my character and start the game.
Looks like there is a very serious bug in either the game or the dashboard software that stops this game working properly when installed.

CONFIRMED WORKING SOLUTION (credit to Fegner)
With the two discs installed, an import of my ME1 character wouldn't get me to the settings screen; would return the error 'a sign-in change has occurred' forcing me to restart the game.
I had already deleted and re-download every piece of DLC (left it running overnight, as my cable connection isn't FiOS, only 20 Mbps download), so licenses certainly weren't the issue.
I was able to boot up an old save from a previously imported character without issue, so it would seem that this only affects imported games from ME1 (cannot confirm, as I don't have an ME2 save to attempt to import).
I have the Xbox 360 slim with built-in wireless (never disconnected from the internet, and nothing plugged into Ethernet port, as router is upstairs and Xbox 360 is downstairs).
Would like EA/BioWare to provide a permanent fix, so that we can install the game's discs to the HDD and not tax the DVD drive.
However:
This is not a game-breaker. The game can still be played just fine without the discs installed.
UPDATE: Past the settings screen. Proceeding through the initial mission.
UPDATE 2:
1> Saved game.
2> Re-installed disc 1.
3> Immediately get sign-in error at the title screen.
4> Restarted game. Error didn't show at title screen.
5> Resumed game. Game started without issues.
This bug only appears to affect IMPORTING of characters, not starting new games or loading/resuming previously saved games.
