I have to admit the revenge rut is a bit disheartening, but I hope he'll have some good growth in ME3. I'd like for him to step out of Shepard's shadow (without dying, of course). Grunt got more self-determination in ME2, for goshsakes.

Because he's proven himself an ineffective vigilante who get's all of his team members killed. I mean Tali I can understand getting people killed as a leader, she's just tech support. Garrus on the other hand is too busy playing Batturian rather than being smart about what he's doing.

Garrus should've been the main character in Mass Effect. In the beginning ME1, he was already investigating Saren while Shepard didn't even know that Saren existed. Before ME2 he was on Omega, instilling fear in criminals while Shepard spent those two years being dead. I'm pretty sure Garrus is doing something equally awesome before the events of ME3 while Shepard is being grounded on Earth.
Bottom line - Garrus is ridiculously cool.

Simple. The more popular a character becomes, the more vocal the haters get. It's a kind of sport. The same happens with some stars in real life mass media.
Funnily enough, Garrus is more popular than Tali (character-wise, she's still the most popular LI by a long shot) but doesn't even have a fraction of the amount of haters Tali's got. That's because Garrus is generally considered a pretty cool guy and a bro.

Ok past that, I'll refer to one of the first posts I read on this discussion. If people are hating on Garrus, it's probably because their favorite character is getting shunned because of Garrus' massive popularity explosion over the past couple of years.

(1) I was indifferent to him in ME1, which, since I like everyone else, made him my least favorite in ME1,
(2) then he was written as Shepard's canon buddy in ME2, which I did not feel him to be at all,
(3) and now he gets preferential treatment as one of two team members who are team members
in all three games, while all the ME2-exclusives (among them my three favorites) got sidelined and
didn't even get two games with their being on the team.

What? He asks Shepard for help, guidance and even trusts shepard almost implicitly in ME2 because he doesn't trust himself enough after getting his team killed. Garrus isn't arrogant at the most he is pissed because he can't kill every murderer in the galaxy. Garrus is angry and pretty self loathing at times.

1. Bend them into fanbait.
2. Once bent into fanbait and fans start liking the character in droves, blatantly shove a romance/bromance in everyone's faces and not give them an option, even if the majority are either indifferent or outright dislike the characters.
3. Once step 2 is complete, shove everyone else out of the series and blatantly shove another romance/bromance in everyone's faces, leaving them without much of a choice.
4. Give them a 'Get Out of ME2 Suicide Mission Free' card, and they're the only squadmates whose missions will have generic people taking over in their roles (if dead). And make sure to post loudly and proudly on BSN that you're pandering to the fans when you brought them back.
That said, I don't really mind Garrus, it's just that he was constantly mastur-I mean, calibrating until he wanted me to help him get revenge by killing Sidonis, and then he went back to calibrations. Boring as a rock, and I have no idea what happened to the stuff Shepard taught him in ME1.
Sorry birdman, you'll never be my bro. That position is reserved for Wrex, Legion and Vega.
