What effects happen if you don't save the Council?
And also which one do you recieve more paragon points?

Save council gives most Paragon.
It does change some of the dialog and the Citadel seems to be friendlier to humans if you save them. If you want Renegade then choose the bottom choice of let it die, if you want kinda neutral choice but still have the council die choose the middle of Concentrate on Sovereign.
