On Gold difficulty multiplayer a lvl 20 Widow infiltrator takes the barrier of a
phantom (or the shield of a nemesis) down with 1 headshot (lvl 5 sniper
damage) uncloaked. However, when you cloak and headshot the phantom the
same thing happens. You only take the barrier down but none of their HP.
This is quite annoying as the widow reloads slow enough for them to
regenerate 1 bar of barrier and the next shot again takes down 1 bar of
barrier down, but no HP. I hope this is not working as intended because
the player doesn't have such immunity between shields and health (like
it was in ME2).
You can clearly see this bug in this video both with Nemesis and Phantoms where I cloak and headshot them for the same damage as just a normal uncloaked headshot. At the 34:50 minute mark you can see that a cloaked bodyshot takes off only 3 bars of barrier without going into HP. And then again at 35:05 you can see that a cloaked headshot on a Phantom only takes off 1 bar of regenerated barrier.
I really hope this isn't intentional and gets fixed come release.

Bump... Seems like the bug is for sniper rifles only. Tried using Claymore on Gold - it 1 shots a Centurion with cloak and headshot. Need an answer for this, please, devs!

I get the feeling they told you to post it here to detract you from posting.
Which sucks, as bugs are always overlooked during critical times... but as with most the locked "No Controller for PC" threads; I assume that's the norm around here.

Maybe this is because the shotgun has 8 pellets (i.e. it counts as 8 different projectiles), whereas a Sniper is only one projectile?

It may not be a bug, it may be a balance-ensuring gameplay mechanic.

It's likely a mechanic to make Gold harder.
Edit: Forgot if this happens in lower difficulties. If it does, it was probably a balance mechanic for snipers.
