That being said, if there's both a Phantom and an Engineer on the battlefield, usually I'll go for the Phantom first - a) because I'm better-equipped to handle barriers than shields, and

As long as you can keep the turret from hitting you three overloads are enough to destroy a deployed turret and the engineer if he's stays close.
A Phantom doesn't seem to panick or get stunned as badly even when you've dropped their barriers in one overload. One good hit from their shotgun or blades can really wreak havok.

But when you are the last one left, and facing those turrets and a Phantom, it sure is annoying to know there is a section of the board you arent going to be able to run and hide in for fear of being shot up by a turret. So ENGINEERS! I hate them so.Ares Caesar wrote...
Phantoms, only because they can actually follow you to cover to finish you off, unlike engineers/turrets which generally dont press your cover...not to mention the engineers/turrets dont flee from combat as much when they're about to die.

True that, there's a point where you're better off with someone dead, it's not a punishment or to be a jerk (+20 Renegade, btw we need a Renegade/Paragon smiley!), we all do mistakes and it's easy to be caught off guard by an unexpected turret. But I saw what you described far too many times, one person is going to cause the whole group to wipe because his corpse is laying in a death trap.
You have far better luck of surviving a wave with 3 people left than alone because everyone else died trying to save this person.

Engineers are annoying, but much easier to deal with, and the turrets don't follow you around for the instakill!
Edit: and that's from playing primarily as an asari adept. Turrets => warp+throw.

Engineers are actually more troublesome on bronze. On silver I tend to either blow up the turret along with the engineer during set-up, or pop them from a distance as an infiltrator. One wave we literally had 4 engineers constantly setting up turrets around us during a hacking.
My friend would yell "Turret!"
I'd yell "Turret down!"
He'd yell "Another turret!"
...You get the idea.
Turrets get very dangerous when supporting an enemy attack. But not so much on their own.
