Skyrim is an open world sandbox game with horrible story telling, multiple quest lines and the whole marriage thing is just thrown in for laughs and stuff. Like the whole "I was a adventurer like you once but then I took an arrow to the knee". It wasn't meant to be taken seriously.
This is the difference between Bioware and the creators of Skyrim. It's like comparing apples and oranges.

Its called passion, not porn. Porn is acting while passion is surrendering yourself to the wave of emotions. Is it always like that? No, but sometimes it is and I really don't see anything wrong with it. This is particularly true for people who are facing the very real possibility of death.
The drive to procreate can become intense in an atmosphere of death and destruction. It is almost as if life is raging against the approach of death and destruction. Creation versus destruction has always been a tension that produces frenzied passions in humanity and has led both to sexual activity and to atrocity.
Imagine yourself as Shepard. You are witness to death on a scale never before seen. In short, you are facing the end of the world and it is a very real possibility that the Reapers will leave the entire galaxy silent. Ruined cities where once there were millions of people, now lay quiet as the grave. In such an environment, you begin to long for the embrace of others as a validation of your own life.
It is a very potent drive and aphrodisiac.

It's not just nudity, it's the suggestion ... the scenario that's being painted for your imagination. In the Miranda/Shep depiction you have Miranda clearing the engineroom and asking Shep to meet her there. Then it's up on the console, down on the deckplates, the whole thing is just low-grade simul-porn ala Skinemax.
There are degrees of puerile. Dirty magazines are meh, phone sex is double meh, cartoons and game representations? I'm thinking that's the bottom-most meh because it's not even based on anything real.
I'm having a difficult time believing that people, anyone really, actually finds this sort of thing enjoyable or a contribution to the storyline worth the time it takes to code it.

Also, the most 'graphic' thing seen here in ME2's romance scenes is Miranda's cleavage and Jacob's lack of a shirt.

First either you are very uneducated for a guy who's 53 years old or never ever watched a porn in your entire life.
Secondly probably you learned better words than porn to describe "disturbing" sex scenes.
And lastly "porn" content of the game ain't forced on you. If you don't take romance options you won't complain and everyone will be happy.

I'm the least worked-up person here
My theory is that Bioware is wasting a lot of time on these things, to provide a certain level of tittilation to what I submit is a small fraction of the players. The larger fraction likely finds the sex stuff uninteresting, annoying, or offensive depending on where they live in the morality scale.
Seems like a waste, wanted to get some opinions on it, this is a fan forum, this is a romance thread. Think I'm in the right place

Now, on to the larger explanation. There are several issues I see with your general approach to gaming that you are using in your assumptions. The first one being that "it's just video game characters". While they are just game characters it's the same as any movie characters to me. For a brief time people are able to insert themselves
into these worlds and make them "real". That's why they call is escapism. Now this has nothing to do with what many falsely assume to be some sort of creepy wish fulfillment. Most of the people I know don't insert themselves into any specific character but instead the world itself, watching their customized Juggernaut of death enact both vengeance and love on the world.
Moving on. The sex scenes in all of bioware games have ranged in taste but all fall well short of any line that would make them distasteful. They are done pretty well overall. Not much is shown and a lot is left to the players imagination (if they so choose to exercise it). The primary reason I think it's good they are included is simply because so few people do. For whatever reason our entertainment mediums (minus porn) almost always shy away from sex like it's some sort of unexplainable phenomenon none of us should talk about. Hell, the fact bioware also includes non-relationship scenes (a la jack) makes for an increasingly realistic depiction of sex.
To me this is good. Every step we get towards depicting relationships in a more realistic and more varied light is good. Because to me it has always seemed silly how we constantly shoehorned sex into some sort of taboo corner. It's only private if everyone doesn't already know you're doing it.
So yes for me to feel like a character is real with real feelings, impulses, and desires I'd prefer scenes like this get included. Sex can also be a powerful tool into the personality and actions of certain characters. It can reflect parts unseen up until then.

In case of Mass Effect, though, romance require touch by forehead / kiss / cuddling, etc., which can easily be skipped by pressing "Space" or whatever button is required to skip cutscene on consoles.

I agree with you totally here, we play games such as ME (and read stories, and watch films) to escape and be or do things we cannot in the real world.
This is the main reason that I find sex scenes distracting. There is no depiction of the sexual act that is going to ever correspond to my tastes. Moviemakers and storytellers learned a long time ago that you only suggest *certain things*, and you let the reader fill in the details with his imagination.
In that way, everyone gets the experience they desire in their escapism. The more Bioware ... or anyone for that matter ... attempts to flesh out and detail these things, the more they narrow the number of people they actually reach, while increasing the number who are at best bored by it, and at worst offended by it.
Seems like a pretty simple concept.

Answering your question though, I don't know what these people are talking about. I am unable to understand any kind of romantic human intimacy or simulated feelings of it if it's not through direct depictions of the sexual act itself, in the most clear and exposed way possible. I mean, come on. Who does that.

As for ratings, ther ME games have always had 18+ ratings from PEGI, not because of the sexual content, but because of the violence - and possibly the discrimination of other species as well.
