I see them both in the configuration utility wonder what they do?
If I turn them on/off would that affect the framerate?
Cinematic Lights and Spherical Harmonic Lighting?

From what I gather, cinematic lighting just adds more lights. SH lighting uses a different pigging algorithm to produce better lights and shadows. It's fairly efficient, so if your graphics card supports it, turn it on. Of course, you could also just try turning them on/off to see if there is any difference...
