I was playing as a vanguard yesterday and my powers were recharged but I had to button mash to get nova to work or charge to work at all. It wasn't as responsive as the other classes. Maybe this was a lag issue because a lot of games I played in yesterday had lag but I also played as a Quarian engineer and an Adept and did not have the same problems I did as the Vanguard. Also didn't have a problem shooting just when using powers and only in multiplayer.
