I'm not a hasty, I've set a standard for when to and not to boot. 

Level 13-14  is silver capable. With the right kit, weapons and equipment. However a level 14 AA with a Widow 1 gets booted no matter what.

16-17 is Gold capable with same guidelines as for silver. A 16 Fury with a Phaeston X and Equipment will not get a boot. However. 16 Fury with a Claymore will.

Their will never be a level requirement system as it will frustrate those that know they can easily handle silver/gold using low level characters. I do platinum plenty of times, so I sometimes throw level 1 characters into a gold match.

Do I cause the team to lose? No, if anything I still often top the scoreboard. The majority of it depends on the players skill, not their level.

Besides, some characters have a great start as a level 1, like the Destroyer.

I run gold as a level one Justicar and got downed the least the whole game, it's not impossible, since I was level 1 I just pack heavy and played more carefully.

Ummm no.  I get the frustration but I have not really bothered leveling in bronze for months and often play low level characters in silver matches, and tend to do quite well.
Like lot of other things it is more about the actual skill of the player than the level of the character.

1) No, because private matches, and then picking up a pug means technically a public match now, so even making Piravte an exception....

2) No, because level =/= skill, a Gold/Plat level player has no reason to want to pug Bronze where they would be bored because it is just a competition to floor-wipe the enemies before the other guy does, and also not die.

3) No, because sometimes the main thing for a build is just... guns. Or the one skill. Like a volus with shield boost can fufill its role well enough. A Destroyer with some devastator can still shoot things. A batarian can still punch things. Sure, they're not as effective as they could be, but its not like they're an elcor armed with only a stick of taffy - the difference is ultimately down the skill and handling.

This is like requiring an N7 of 1200 (not 120, 1200) to join a Gold lobby. NUMBERS. The numbers may be related, but not always. Usually not.
If someone has low-level and an N7 higher than, what, four? That means they've played this game a few times before. Promotion. Whatever. They know how to shoot their gun.

Nope. You can't force other players to play the game on your terms. It's not there for only your enjoyment. I've led silver lobbies with level 1 characters before, so a level cap is not useful.
