Not true, it depends on your class and specs, as a human soldier specced for health and shields I have taken several consecutive hits from pantoms without going down.
I don't think you've seen what I've speaking of in-game. I'm not talking about their normal attacks. Phantoms can perform an execution move that will KILL you, not down you.
I've been on the recieving end of it at lower levels and when I've been wounded yeah, so I know what you're talking about.
