You don't have to use the scope. It just helps give pistols better range. I personally always used Pistols for mid range and a shotgun/SMG for close quarters, so I may use the scope in ME3 for Pistols. Its all personal preference. That's why the customize weapons option is a good idea. Make the gun how YOU want it.
Also I apologize if English isn't your first language, but the plural of people is people. Peoples is not a word.
Non-sniper weapon scopes 1st person aiming is BAD idea.
