How does it work I toggle it on, and the button lights up, but I notice no difference, the description says all this yadda yadda bonus damage on purge yadda yadda, increased energy drain, yadda yadda. Can someone put this in simplified terms so I know wtf my Krogan is doing when he activates it?
I honestly don't understand the Krogan armor bonus ability...

You turn on the ability for Damage Reduction/Shield bonus.
While the ability is on, your abilities recharge 60% slower.
You turn off the ability and get a temporary increase to melee damage.

Simple. You turn it on, and you take markedly less damage from all attacks for as long as it remains on (and some other stuff, depending on how you choose to evolve the power). It will remain on until such time as you, manually, turn it off using the same hotkey. When you do turn it off with said hotkey, the armor will disappear and a cooldown will start, but your melee damage will gain a temporary boost.

Yeah, you'll notice if it's on if you have the extra shielding around your character.

Thanks guys, basically answered the two questions with regards to it, the purging and what was the cost of keeping the shield active (increased cooldown time).

I noticed a faint glow to it, but my lime green Krogan with yellow highlights is extremely bright, I was more concerned with the effects of having it activated, I ended up putting all my points into his two other abilities, I prefer active combat to passive I guess.

While the ability is turned on you get incoming damage reduction (with other bonuses depending on your upgrades). You also get a 60% increase in power cooldowns while it's active (can be downed to 30% with ultimate upgrade).
When you manually turn off the shield (by reactivating the power while it's already active), you get an increase to your melee damage for 20 seconds.
The shield has like a 3.5 second cooldown so you can reactivate when the CD is up and have 16 seconds to enjoy both the damage reduciton of the shield and the increased melee damage.

Say for example that your Carnage cooldown is 6 seconds, meaning you can throw out a carnage once every 6 seconds. When you activate the shield, now you can only use carnage once every 9.6 seconds.

It's basically a Krogan racial for tech armor. The only difference is that with tech armor you get weak AoE damage when the shield pops compared to the boost to melee.
Either way, turn it on at the start and forget about it.
