Can anyone provide me with more details about the outcomes surrounding him and the decisions that lead to them?
wth is 208? i hope whatever it is is worth it cuz it's hard not to do it.

Here's the greater details:
Balak Lives:
Batarian fleet is more powerful with him as one of the last Batarian commanders (he is also actually a SIU). It will be hard to convince him to join your side and fight the reapers. If you do not convince him, then he will try to sabotage the Alliance fleet.
Balak dies/captured:
A random Batarian commander takes his place his place. The batarian is easier to convince but the fleet is smaller.

Balak is the highest ranking officer of the Batarian Hegemony left and he will explain what has happen to his race. You need very good amount of reputation to convince him to aid you; if you don't have enough rep you could undertake a sabotage mission against the Alliance. If you hate him and don't want batarian support you can kill him.

You can convince Mordin to sabotage the cure (Salarian Support), Wrex won't believe you, pull support, and try to kill you (forcing you to kill him). Wreav, if alive, can be convinced to give support since he can't tell the real cure from the fake.
EDIT: Left out some details. In order to convince Mordin to sabotage the cure, Eve has to die.
I actually read a line in the script that says that peace with krogan and salarians is possible.

He wont be that hard to convince imo. If you did things like warn and save batarians in arrival or just in general were nice like saving them in plauge district in me2 etc... and have high paragon.InHarmsWay wrote...

Honestly? I'm just thrilled that Balak's status makes any difference at all. Going into Mass Effect way back when, I didn't even expect them to make decisions from 1 have such an impact in 2 and as we all know, there is still a lot of stuff that was NOT referenced in 2 at all.
Now, as worried as I am about the far-less-than-satisfying-endings that have been leaked SO FAR (gotta hold on to hope, right), I find it amazing that BW really did care so much about the story they created that they viewed this entire trilogy as something coherent, something that warrants the time and effort to go back and incorporate even minor decisions into the continuation of the story.
Right now, I am just done with theories, I gotta see how this all plays out. In one week, everyone around the globe will have a chance to experience ME3 and if some elements, like the ending, are really as unsatisfying as many of us believe, we will be able to make our voices heard. And say what you will about BioWare, listening to their fanbase HAS been one of their strong points over the years. So getting something better, if it really DOES suck, is not out of the question, I think.

Yes, you can still have the Salarian 3rd Fleet. It's the FIRST Fleet you can't get unless you leave the genophage cure sabotaged.

Not yet. My guess. Retake Omega DLC. Two possibilities. Aria takes them from Oleg Petrovsky or Oleg defects from Cerberus, gives the fleet to Shepard and gives omega back to aria.
