Well yeah, some of these are duplicates of a set path and a lot of them are sum=0.

I was thinking there would be more minor options and several other major options. But I'm greedy.

Not really. Saving the collector base, for example, has a slightly better reward than sacrificing it. And if you let Balak go in Bring Down the Sky to save the civilians (paragon choice) there's something called "Sabotaged Alliance Ships" next to it. There are a few more examples.

I'm not quite sure what it actually means when it says StartingStrength = XYZ (March 6 will give an indication)

certainly I think you point is vaild considering there's a large amount of zeroes but it's possible that they are hooked to other conditions that hasn't been revealed ( the actual file that this is located in is several thousands line of code and while I can go have a look I'm currently testing something else ).
