By the logic you describe, you could buy, say, ME 2, where you only get Omega station. The rest of it could be sold separately, and you wouldn't be entitled to it. It's a similar if less extreme case here.
I'd have no problem if the DLC came in a month from now, costing 10 dollars - then there's at least the possibility they actually worked during that month to come up with that content. Releasing it at this price on day one - when it's clear you're simply withholding a small portion of the game just so you can milk the people that want it for a bit more - is to me a poor way of treating your fans. I never bought Warden's Keep for the very same reason.
I'm not arguing against their right to do so - but I do find it to be unpleasant.
The example you give there is a good one. If they released the game on day one with only the first two missions, and everything they said up until the release was that you would be getting the full game, that would be a ripoff. Not only that, it would likely be illegal. That sounds fairly close to false advertising. But that's not what is happening here.
You can call it "witholding" if you want, but that's not how DLC is developed. They clearly planned for this content to be DLC all along. It is additional content for people who want to pay for it. I bought Warden's Keep because I felt it was worth the price. You did not. We both made the correct choice for us.
