Looks like he was switched out with Morlan. Could be a simple redesign/aesthetic reason, like Anderson, Udina, Chakwas, et al. Could be a simple c*ck-up. Who knows.

Captain Kirrahee was one of the coolest dudes in ME1, and I really wanted to see him back in ME2. I really was happy to hear Kirrahee would be in ME3, but yeah he was not Green at all, he looked like Morlan or Schells the Keeper scaner dude.
