Either in single player or multi if Harbinger could do that I think we are all going to be in a world of hurt, well at least more so then we are now.
What if Harbinger can assume direct control over phantoms?

Well we never saw harbringer assuming control of other enemies in Mass Effect 2 besides Collectors, and phantoms are on the cerberus team so I find that unlikely.
