Sometimes, when using medigel to auto revive(for any reason) and there's a phantom nearby she will instantly use her one hit kill melee move, while we can't do anything because of the animation where your character stands up. This is really annoying, because there's no way to do anything while you are on the animation and and got instant gibbed.
Is it a bug or intended?

Most likely intended, although ridiculously annoying.
I've been in a situation where she executed me but I got downed but a Centurion so I didn't get one-shotted.
It was on gold.

I don't think it's supposed to be like that, otherwise you should take damage while you are on the "getting up" animation.
