I just finished ME2 in preparation of ME3, a friend of mine told me that I should purchase Arrival as it is vital to ME3. But here is my problem...

I don't have the internet at house (I know... I know... people at the Gamespot forum made fun of me because I didn't have it, but I really don't need it. My cell has internet and I can use the internet at work.)

I am able to go to a friends house to purchase and download it to my xbox, but my question is..... do I need to be online to play it? Or can i play it offline?

Or do you think Arrival is really required at all?

Thank you!

I downloaded it to my PS3 and I could play offline so I would assume it works the same for Xbox.
I am always on the PSN but I rarely sign on to the EA server when I'm playing Mass Effect 2 and The Arrival worked just fine.
I'm going to say 90% certain, once the content is downloaded and installed, your access to the internet is irrelevant.

I would recommend it getting it though.
I don't know if it's required. When I played the ME3 demo they only referred to it briefly, but I was under the impression is was important so perhaps they just skipped it for the demo?
Either way it's interesting and fun so if you're in the market for some DLC I would say get it :)
