I pre-ordered the N7 Edition of Mass Effect 3 at Gamestop last summer so I could get all the awesome extra weapons. I recently watched a commercial advertising the pre-orders of Mass Effect 3 from Origins. I noticed that the Raider Shotgun was only offered for that pre-order.
Will the Raider be available for purchase after the game is released? I REALLY want one!
Exclusive Pre-Order Equipment?

I wouldn't be surprised if they released it to the public a few months after release, when the DLC starts rolling out.

unlikely. the terminus armor was never released on PC as DLC for instance.
