Developed feelings for Shepard? That would've happened in ME1, but it didn't, because the VS didn't feel that way.
By your logic, my wife is gay rather than straight. We've known each other for 10 years before we even started having feelings for each other. Believe it or not, just because a person is not interested then does not mean they won't be interested in the future. That means that it is not, in any way, "character reconstruction" for Ashley to be into femshep, it just means she only saw her as a friend. She realizes how much Shepard actually meant to her when femshep died, then sees Shep working with Cerberus (which is hardly a moment to go "guess what, I have feelings for you). In ME3, she finally has a chance to share those feelings or those feelings are a little weak but are there.
