Neither. It comes with the Collector's Edition, but it's Day 1 purchasable DLC. Maybe they expect you to have it installed before starting ME3.

Collector's edition and DDE get it for free. Everyone else has to pay. Probably. They haven't said anything offical on it, but I'm pretty sure that's the only DLC character unless CE and DDE owners get a truly exlusive character.
