Zaeed and Kasumi all have an impact on the Suicide Mission and their specific storylines have continuations in the third game. I'm saying that having the DLC won't affect the outcome of ME3 beyond the Galaxy at War/Readiness number crunching.
There is no plot thread where the squadmate gets some device for you to defeat the Reapers, or anything like that.
The only thing Zaeed and Kasumi bring of value to the SM is making it
slightly easier for your team to survive the "Hold The Line" section by raising their total average value (according to the game code). Otherwise, they have no relevance to anything that happens there.
There are key similarities and differences between Zaeed/Kasumi and the Prothean.
1) Both ME2 DLC characters (and, if the dialogue is correct, the Prothean) were intended as initial characters in the game. Zaeed and Kasumi both have dialogue when they react to almost every situation in the game. There were rooms set aside in the Normandy for their placement. Kasumi's placeholder model can be modded into the game without the required DLC. Likewise, the Prothean (without going into spoilers) plays a significant part in the game according to prior information, has voice files present on the main game's demo, and can clearly be heard chatting and responding to other squadmates.
2) The Prothean (by virtue of his existence) is much more important to the narrative than any other DLC character. Zaeed was a merc who agrees to go on the suicide mission for the pay, while Kasumi was a thief who lived off the grid. The Prothean (from what we know) has knowledge about what happened in the previous "cycle", has dialogue talking about the current cycle (and its "ending"), can give information about the current plot and strategies about the Reapers, and generally impact the main storyline.
3) Zaeed was free on day one to anyone who bought the game (regardless of what edition was purchased). Kasumi was $10, but had tangential relation to the plot (meaning you could skip her without missing out on anything related to ME2's plot). The Prothean is important to ME3's plot, much moreso than either of these two.
4) Let's just say the Prothean has much more relevance to the game than you think, according to what's already known.
I mentioned in another topic that I hoped this wasn't a cash grab - unfortunately, that seems to be the case. Who would pay an extra $10 on top of the $60 at launch for a character who clearly was (at least at one time) a part of the main game and has a significant impact?
