No, the statues were meant to be Prothean, and so were the visions. That's why they resembled each other. BioWare claims they designed the statues to be ambiguous, to basically make room for a retcon, which they did. Development-wise however, the statues were Protheans during ME1 and ME2. The Art of the Mass Effect Universe basically says as much.
The Prothean in ME3 was designed backwards from the Collector's in ME2.
So a retcon.
