No, this was the character and mission originally anounced with the collecter's edition of Mass Effect 3. Bioware has decided to offer it as a day one DLC package. Microsoft decided to offer it even earlier.

Part me says screw that but I wanted the collectors edition anyway but since it was sold out, may as well spend those ten extra bucks for this guy anyway. Only reason I wanted the collectors edition to begin with, sure as well wasn't the art book(Sorry Superfans)

You can always get the digital deluxe edition off origin if the collector's edition is sold out--you get an extra gun I believe and the same in-game bonuses. Also, even if a store is "sold out" you can usually show up to places like Best Buy and they'll have extra collector's editions

I would be kind of surprised it's not part of project $10 frankly (aka a zaeed). What is EA going to do to get people to buy new? offer even more DLC?

www.sears.com and www.fye.com both still have some copies of the Xbox 360 Collecter Edition left.
