I am trying to find use for potions of wisdom. Except then increasing the lore value (from increased wisdom) do they have any other use?

In BG1, there are no real uses for it. In BG2, you may use it to increase your chances with the Wish spells and, also when using Wish, to increase your number of cleric spells.

On a related note, has the tome that grants constitution any effect on a mage with 16 CON ?

Not directly, but there are 3 potential indirect benefits I can think of:
1) It makes it less painful to have a familiar killed (-1 con).
2) Wearing the Claw of Kazgoroth becomes a much better bargain (certainly if constitution is 18 as the Claw is -2).
3) If the tome puts constitution up to 19 then you might find a way in BG2 to get another point and start regeneration (though this is of very limited benefit by then anyway).
