It started to drive me crazy that no one has a solution that actually works for this scenario. I found multiple do QB first, has to be friendship, has to be max friendship/rivalry, etc.

I found that people don't test the differences between being a prude and being a ****- besides the fact the Choir Boy will worship you alongside Andraste if you join him in the Prude Corner where you can be chaste and forever alone together.

My theory is that you cannot flirt with anyone besides Fenris during Act II up to his romance scene. Yes, I did test this out. Did his Questioning Beliefs first and gave him the Book of Shartan gift. Flirted with Isabela, returned to the Hawke estate at night with a look of determination. Didn't flirt with Isabela, bam glowy kiss. Haven't flirted with Anders during Act II at all. Never previously flirted with Merrill.

Anyone want to back me up or smash my hopes and dreams to bits?

Just saying, it makes sense to me. He thinks you can be happy with someone else, he leaves until you're all he can think about. Never seen you flirt with anyone else, sexytimes right then and there. Ain't that partly why he loves you and leaves you? He hopes you can find happiness elsewhere.

I don't understand exactly what it is you're asking? Whether flirting with someone else breaks Fenris' romance? Yes, that would indeed be the case, partially because it's bugged. If you have flirted with Isabela and she shows up at your estate, it's possible this breaks your chance to romance Fenris, even if you don't sleep with her.

Flirting with Isabela doesn't break the romance. In fact, I've slept with her and still got Fenris. I was wondering if flirting with anyone in Act II makes it impossible to get the reclusive glowing kiss scene as there are two different romance scenes you can get with Fenris.

The different kiss scenes you get with Fenris are not related to other Companions.

There may be a difference between friendship and rivalry kisses, but I wouldn't know because I've only friendmanced Fenris.

The different kisses do result from how you respond to him when he first shows up at Hawke's house.  If you choose the heart option, he will kiss Hawke and they'll have sexy time.

If you choose just the friendly option, he'll walk off and end the scene.  BUT he will return the next time you go to Hawke's house.  He'll approach Hawke again, they'll kiss, and cue sexy time.
