Can this pc run it smooothly? without AA and shadows

To me, It seems that it would run okay. I'm not sure how equal in power Intel and AMD CPUs are, but, I think it'd still be okay. Graphically, I have a 4600 that runs it fine (with everything turned on). Your card is of slightly less power, but newer make (Dx11?). So, I think you'd be good to go - especially with AA off.
Of course, there's always some unnacountable for deviations, so, testing is the for-sure way to know.

I don't think there is a 5400 card that meets the minimum requirements (Radeon X1800). The 5470 and 5450, for example, are too slow. Have you not tried the demo?

Johny, DirectX 11 support is irrelevant because Mass Effect 3 doesn't support it. DirectX 11 will not improve the performance of a DirectX 9 game.

Edit: Huh, ME3 not supporting DX11... surprising.
In any case, here's a nifty tool for checking:

Over on the right, under "recently added", selece the ME3 demo. Then just follow instructions.

Download GPU-Z

Run it post the info, a screencap would be fine. People smarter than me will tell if the game can be run, because your CPU and RAM are at least good enough, it's the video card that's in question. Alternatively just download the demo and see if everything works.

That tool is too often wrong and should not be used by anyone. They use a very flawed GPU check where higher means better. to put a crimp in Johny's statement, the compatibility file doesn't list your video card series and I mean it's not mention once in all 2432 lines

if you can i would def download the demo to test

I suspect that an HD 4650 will be as low as anyone can go for hardware video and still not have to turn almost everything off.

I can run it smoothly on a laptop with a 2.4 GHz i5, 4GB, and a 5470m.
I assume you're on a desktop, so those specs should fall nicely into the "definitely" range.  If you really want to know, though, the best way to find out is to download the demo and run it yourself.

Using an AMD Athlon II DC @ 2.3GHz with a Radeon HD 5470M. Demo runs fine even at 1600x900 with antitaliasing turned off; still pretty at 1280x720.

Other users and myself have been repeatedly saying that "Can You Run It?"  is terribly inaccurate and of no use for determining if your graphics card is too weak to run ME3, or any game.  Dang thing probably would give a measly Radeon HD 3450 a pass.  I know that you've already acknowledged that you were wrong to use it, but others have been posting it too.  This is for anyone reading this thread:

DO NOT USE "CAN YOU RUN IT?".  IT IS TERRIBLE.

I'm tempted to make a thread just about it.

As for the OP, ehhhhh....it's borderline.  The Radeon HD 4350 is specifically named as not meeting the minimum specifications, and the 5400 series is really just a suped up 4350.  You would probably have to turn down more than dynamic shadows and AA; you will have to run it in sub-HD resolution and go into the configuration utility to turn off settings like anisotropic filtering to get it to run smoothly.
