I just downloaded an talent_aoe_instant.ncs file with some modded changes but I want to know how I can view, change it, tinker with it, etc.

Tried dragging it to the toolset bar but no luck...

That's a compiled version of a script, pretty much bundled with anything it needed from the various includes declared. I'm not sure if there is a way to decompile those (there's probably one) but basically you need the source, uncompiled, version of that script. See if that project proposes a dadbdata source package, or ask the author, if not.
