I don't mean to be picky here but technically Kaidan & Shepard are the same rank!

Since nobody has done a canon rank structure for the Alliance, I assume BioWare used the US military rank structure. Shepard is a Lt. Commander (Navy rank) & Kaidan is a Major (Army & Marine rank) These two ranks are the equivelant of each other, & in that case, commission date decides who has command & since Shepard was a Lt.Commander whilst Kaidan was a Lieutenant, Shepard has seniority & command!!

There is a canon rank structure, and Major ranks the same as Captain.

Shep's the commander because he/she is the one in command. Always. Except inbetween the games where he/she is either dead or locked away.

Kaidan actually outranks Shepard (even if he's promoted to Staff Commander) because he's a Major. But, here's my theory on why he doesn't command the Normandy:

Major is equivalent to the rank of Captain. This is given to the leaders of Marine garrisons, and Captains command the ships. So, once you're promoted to this rank, you can either be a commander of ground forces or a ship...Ship = Captain, Ground Forces = Major. Just my thoughts.

I don't recall being promoted specifically to Commander in ME1.

Does this also mean that Hackett got a promotion? He was in charge of the Alliance Fifth Fleet previously, so presumably he, along with the other fleet leaders, reported to some other Admiral in charge of the entire Alliance military.

If what chengthao has written is true then they must have just been shortening the rank to Commander. Because before you get the Normandy Anderson and everyone else specifically called Shepard Lt Commander and then afterwards and in ME2 they called Shepard just Commander.

That list of chengthao's would also make sense of what happened to Kaiden as he was a Lt in ME1, Commander in ME2. Well that's what the dialogue specifically calls him. It seemed odd that Kaiden would have a lower or equal rank to Ashley but that list shows that it was actually higher. It still seems a little odd that Ashley went from an enlisted rank to comissioned rank so fast considering her family's past and how she kept getting looked over. Shepard obviously had a massive impact on her career prospects with Alliance Command.

I can only base my knowledge of ranks from the Australian Defence Force which derived their ranks from the British Defence Forces.

Thank you, it wasn't specified in the demo and I was reinstated.  I hope my status still helps in Mass Effect 3.

Probably...
Or maybe the rest is dead/mia/stayed on earth (Anderson) and he is the guy with the highest rank around that is available to command the fleets.

Shepard is in command of the missions unless Williams wants to join Lt. Alenko (or unless Alenko wants to join Gunnery Chief Williams). Spectre or no Spectre. End of thread. I don't care what the brass says.

FYI, traditionally an admiral commands a fleet.  There is usually more than one fleet in such nations/powers.  

Keep in mind, some admirals do things like intelligence gathering, research, and medical commands.

I was just playing the beginning of ME1 last night. He/she was never referred to as Lt. Commander. Just Commander, right from the beginning. His/her rank has not changed since the start of ME1. There has been no promotion. He/she is simply referred to as Commander for simplicity's sake right from jump street. There was Medal of Honor on the desk in the Captain's cabin on SR2 (Achievments), but no promotion. Then he/she died, was brought back, and is just being reinstated. No promotion, yet.

On a side note, I always thought that it was weird that, as a matter of pride it seems, Shepard refers to him/herself as a Marine, yet follows the Navy side of the ranks.

Shepard is still a spectre so he/she don't need no puny alliance rank. Plus even if my shepard weren't a spectre who on earth can stop me? I'm just do and go wherever i want and not even the collectors could stop me muahahahahahahahahah.

Between ME2 and ME3, the Normandy was taken back by the Alliance, retrofitted (hence the changes you'll see on board) and was under the control of Admiral Anderson.

But the SR2 is a Cerberus vessel, not an Alliance one. Built was scratch IIRC. So the Alliance basically steals the SR2 because the SR1 is scrap metal in space somewhere .. am I wrong?

Yeah, I always found this funny. The leaders of the Alliance want to be a big part and voice in the Galactic community and Council but they don't want to respect the appointed positions of the Council such as Spectre. So techically Shepard could have told the Alliance to bash it where the sun doesn't shine. I guess for simplicity sake, also due to the fact that in ME2 you may not have been reinstated as a Spectre, Shepard just complies with Alliance Command.
