Because typically in the entertainment industry, as costs rise so do the prices. Go and compare prices for professional sporting events since 2005. Movies, theater, restaurants, etc., etc., etc. Yet games have remained constant at $60. Would you rather pay $60 with optional DLC or $80-100 for the game on release day.

It's the Prothean weapon shown in the screenshots. The Collector's Rifle is already in the main game (at least in multiplayer).

A Prothean was in concept with the first script. He was written out due to some major narrative issues, and wasn't present for a while. So he was, based on what was present, taken out for the sake of plot (thank god for that).
Then Javik appeared in a later script with some lines of dialogue to be used in VO sessions.
They don't even seem to be the same character in my understanding of the content of both scripts a Prothean is present in.
So while a Prothean was taken out of plot, and Javik was added to be DLC since they already had some of the concept work on hand and dialogue written out. Basically utilizing the resources they already had, like they did with the Batarians in Bringing Down the Sky.

As I've said before, my only problem with it is the nature of the DLC. Day 1 DLC is fine when it's weapons or not plot related. The problem is when you get ones like Warden's Keep (most powerful sword in the game, some of the best armor) or the one from DA2 with the Prince (because without him you have no reason to care about the Chantry at all unless your Brother was the surviving sibling).
I hate to say it but Bioware has a track record for making day one DLC that are somewhat important to the game in some way.

A company like Bioware who makes money off content isn't just going to give content away for free, no matter if you buy CE, the price of the DLC is calculated into the price.

I didn't pay more for it because of the swag. I paid more for it because it advertised an additional character and mission. At 41, the patch and postcard sized art book really aren't a draw for me. And I think Casey's twitter post on that is an issue of semantics - By free he meant it was included in the $80 CE price that was as advertised.
It's included in the extras you get with CE... It's not free as you pay extra to get it.

It might come as a surprise, but for some companies, they feel that the best way to make money in the long run is to have the good will of their customers. Giving away things for free is one way to gain good will.
Bioware used to be like that, but for me, they've burned away most of it in the last few years.

Why is it a distraction. Bioware is selling it as an extra option to SE owners and CE owners get the all-in package. There is no precedent for you to demand something which is optional and sold as an addon. No matter when it gets released.
