It is and has been advertised as part of the CE for a very long time, the only difference between then and now is prior it was listed as additional character and mission, now people know what both are.

Actually we knew then too, but Chris Preistly used creative truth telling to cover up that we knew. The original announcment for the DLC called it 'The Prothean.' This was quickly replaced wit hthe more generic 'Extra cahracter and mission'.
