You didn't need to say that for someone to assume you might be in favor of leaving it out given what you had said about it being WW2 and no time. I'm going to stop right here, and give you an argument.
non-story reasoning for no vehicles?(which, by the way, was NOT said in the article. vehicles were not mentioned, not vehicles were confirmed non-existent)
People complained about Mako, and then complained more about the Hammerhead. Bioware decided "okay, fine, clearly we don't know what fans want when it comes to vehicles, so lets cut our losses and just revamp the exploration system in a differen way".
Bam, they came up with scanning planets for resources and materials needed to resolve quests on other planets(which is a very RPG-like feature, in my opinion) as an alternative to give the fans something cool to do on the side.
Story-wise? Yes. We're in the middle of an all-out galactic war, and frankly Shepard would be a fool to be artifact hunting(unless it were a reapon or resource against the reapers) while the Reapers are giving the galaxy the old one-two.
You see, you seem to represent the opponent to the "mindless shooter kiddy" AKA "pretentious RPG elitist douchebag".
Frankly, I don't know which side is worse.
Tl;Dr
Stop arguing, ME3 is going to be awesome, deal with it.

That was the best hint to come out of that article - that for people who are pro-Cerberus (or at least don't want them treated as full on villains), there is hope that the organization can be allied with/salvaged.

First of all I don't care if there is a war and neither does %90 of the other people who will play ME3. No one is going to rush through the game on purpose for the sake of a war that ISNT REAL neither would Bioware be as ridiculous to design it in a manner that requires you to rush. Second, artifacts? Why are you talking about that? Vehicle missions can be anything...in ME1 no one gave you those missions it was respresented as you just stumbling upon them while out doing a mission. But again convenient if being opposed to vehicles to asssume anybody for them stricly wants to hunt artifcacts. Elitist? Why? Because I MENTIONED COD? lmao get real.

What Ray describes are the artifacts in the asset list. Essentially there is no reason why they would put vehicles in as everything is done by scanning.

You think so? As for myself I loved the Mako and I liked the vehicles aspect. From what I understood from what just read you still might have vehicles in ME3, you still use them to travel on the planets surfaces (on rails or more linear dependent on where are impression I got) but those surfaces are more linear and not open expanses and maybe it is different for every other planet visit. I saw nothing that said they do not exist in that.
It is sad to see 'scanning' still exists in such a heavy form though from what I could interpret.
Ok, I guess sucked is kind of extreme, how about underwhelming? The vehicles were pretty cool, but their utilization was a little off. Probably due to the repetition of the material presented.
I enjoyed Halo's use of vehicles, they were integral to the mission. Now I'm not saying I want Halo stuff in ME but you can see how the use of vehicles in that series were game changers and not dry. Just my opinion though!
