On my Krogan I carry a shotgun and a phalanx. The pistol lets me take out dudes with headshots across the map, and more easily deal with guardians.

One weapon is ideal for anyone who wants to use their powers constantly. Soldier and infiltrators get awesome boosts from adrenaline rush and tactical stealth which greatly increases the damage their weapon does compensating for any weakness it might have had. For the other classes it's a matter of preference. If you use your powers a lot then two weapons is never almost never worth while.
On the other hand, if you do not care about actively using your skills then two weapons is is very worth while. The best example I have for this would be a Turian Sentinel (or really any sentinel). With some builds, throw on your tech armor and use overload on enemies with shields, otherwise you're shooting your weapons.

The Sentinel's tech armor nerfs recharge times anyway, so I use my Turian as essentially a beefed up soldier, carrying a sniper rifle and an AR. I save overload to drop the shields of the tougher enemies to take them out as they crop up among the foot soldiers.
