Making effeminate female dwarves isn't hard at all, if you ask me. As for males... This is my best attempt:

Not super "girly" but I think he's a lot less "manly" looking than most dwarf males... Also a bit scary... Doesn't help that all male dwarfs seem to have those deepset, wrinkled, baggy eyes to some degree...

Though some of the other presets don't have the bags under the eyes, like preset 1.

True, but it also had a stronger jaw/chin; I went with the preset that had the "weakest/gentlest" chin/jaw area to modify, since that's a big aspect of feminine qualities.

I didn't say he was really girly. However, I would consider old woman-y to be "effeminate" to some extent, since it means to have feminine traits. Old women may not be pretty by general standards, but they still have feminin qualities.

Blood elves in WoW = gay looking
Dark Elves in EQ2 = Gay looking
Elves in DAO = Gay looking.
Hay even I look gay sometimes...according to my wife...
If you ask me it's nice to have a flattering looking boy in a game...just for those who preffer it.
oh...and there is no such thing as female dwarves, only feminine looking male dwarves who shaved their beards.

They look a bit feminine, because of their constitution and facial structure (long faces, a bit short, not muscled and so on).

Well, I certainly know that the FEMALE elves do not look gay. No way jose. The female dwarves on the other hand... that could be debatable.
