Well, it didnt happen in ME1, ME2, and ME3. Why? because they want uniquity in build designs. That, and not everyone is fully talented or godly.

They don't like you. I don't like you ether. You just watch your self. I've the death sentence in twelve systems. lol. The reason is to make you think about how you want your character to develope. if they let you upgrade all talent trees to the max it would ruin the balance that they've put in to the game. also see above.

The full game lets you move points around and respec, so you can mix it up whenever you feel like it. So technically you can upgrade all skills - not all at once but that would be overpowered.

So you can have a semi-unique build in the end instead of everyone having the same specs.
