It reached 70000ft not long ago and is now falling. Max recorded height for weather balloons is around 100000ft. So it looks to be on its descent, either by parachute (as the result of a large burst), cooled air, or a small rupture which may allow it to glide slowly for a short time.

Get ready SF trackers.

Not necessarily.  It could be deflating from a slow leak...that would create significant wind drag.

Could also be under "parachute" power...
