For the rocket technology, or the threat of stolen Mass Effect games?
I'm assuming EA has a reasonable degree of control over the balloons, the Terms and Conditions seem to indicate people will be waiting at the landing site to see which players get in first.
If the staffers were racing to find them at the same time as the players, they'd probably arrive to find a riot and body parts.

They're using weather balloons.
If they used missiles I don't think there'd be a lot of time to track them.
