If you sign up, you obtain access to a password you have to give to the devs upon retrieval. This password hasn't been set up yet, because of the crazyness, but they'll be working on it tonight.
This is probably just some extra security thing. It is an official contest, after all.
Edit: I'm also under the impression they're locked up until someone can open it up for you upon legal transfer of the prize.

SHEPRD is apparently on private property and has been found, but I don't know what they're doing with it yet.
NRMNDY is stuck almost 300 feet up in a redwood tree.

they will have to have the cops come out and get it for them if the property owner wont let them
the property owner can not keep it
i fly RC aircarft this is what we have to do if you have plane crash on some ones property and they wont let you on to get it
they must return it ether they go get it or an officer goes and gets it for you

Source? As far as I know.. Balloon 1 is stuck 300ft in a redwood tree and Balloon 2 is something-hundred feet on a hanging on a cliff and as far as I know, none have been found/claimed.

Just things I've been reading from the dev's on Twitter. They haven't been terribly specific as to which is stuck where and where exactly they're stuck, so...
It's all mostly hearsay at this point.
