It's weather balloons. The copies aren't actually going into space, that would be a massive waste of money and rocket fuel.
Not to mention launching rockets large enough to hold a game pack is just a tad... uh... dangerous.
Not as dangerous as letting them land in random locations where ordinary civilians could find them.
For a moment I thought you were speaking about ME3 copies.

If you zoom a whole way in on the Satellite Overlay there are quite a few roads throughout the area. Will probably land on a cliff though

I dunno, if it landed on a cliff last time, it showed the altitude on that one at 4222 feet, which is higher that the local terrain at 800 feet.
