Drell - gravelly flange
Salarian - Sped up and staccato.
Volus and Quarian - breathing apperatus (and some Quarians sound Eastern European or something...)
Vorcha - beastly rasp
Batarian - lower register/ modulation
Krogan - lower than batarian and a sort of bellow added.
Hanar - Etherial reverb
Elcor - Low register monitone
Legion - 1010100010101001001
Yahg - Krogan + Drell
So, odds are that the voice you've heard is the raw input, and not the final, processed output.
That being said, what do you think it will sound like?

I just thought they would add some effect on top of it to make it more alien. You're sure they're not adding an effect over it?

I just head canon it as Kal'Reegar and Han Gerrel speaking different Quarian dialects, and the universal translators (or whatever they're called) just making them sound American and British respectively. Tali on the other hand is actually speaking the official language of the Citadel (what Shep & company are actually speaking) and so has the more 'exotic' sounding accent, since she isn't being translated.

As for the accent, it was...surprising when I heard it but it is kind of clever. Africa is the cradle of humanity, so I find it cute that the big progenitor race for this fiction gets an African dialect.

That's because most westerners think Africa is the ass-end of the world, and that people there are still living in tribes using sticks and stones as tools. Therefore, the ancient, super-advanced alien survivor cannot possible have an african accent, because that doesn't make sense cause he's a superior being with superior technology.Han Shot First wrote...

And that's without mentioning the people who think he's got a jamaican accent. Westerners believe that everyone who is jamaican and everyone who sounds jamaican listens to Bob Marley, smokes weed and has a bobsled team. No exceptions.
It's just stereotyping and racism, really. You'd think the world had grown out of it in the last 50 years, but alas.

If you think about it most of the alien races would have more regional accents than humans. Humanity has only recently begun colonizing space, so even the accents of colonists born on other worlds would still sound like the accents of people born on Earth. Shepard lives in an era where there is only one generation of humans that have been born on other worlds. The parents of colonials were immigrants from Earth.
But civilizations like the Asari or the Turians have been exploring space for thousands of years. With so many colonies having native populations that have existed on those worlds for hundreds or thousands of years, those colony worlds would have also developed regional accents and dialects distinct from those found on that species' homeworld.

I realize the unfortunate implications and possible cries of racism, but I would be just as dismayed if his accent was, say, French or distinctively British - simply because it has no similarity whatsoever to Prothean speech so far.

Protheans studied early forms of humans on Earth. Early humans came from Africa.. SURPRISE! The Prothean speaks in an African tongue.
