I don't think that's proof of them being so substantially advanced that they could predict the future, nor is it proof of them being more adanced then the current galaxy in all areas.

Yes, the protheans 'in universe' were thought to be more advanced but the player knows that they were merely using Reaper technology like the rest of the galaxy so we can't truly discern if they were so advaced they could create some ridiculous "predict-the-future-and-then-for-some-reason-adopt-a-random-accent-from-the-nationality-of-one-random-species-country" device.
