Not sure about "quick manufacture" - quality-price equation is still there, IMHO they are generally more reliable and more forgiving to poor maintance just because of their construction, with greater tolerances and higher speed of moving parts. With masses of those moving parts - no wonder it's harder to score x-rings with every shot. 7-8 rings are fine though. Add generally less "match-grade" ammunition supply...
Return to topic - because Mattock allows me to place my shots where I want them, even with totally ruined projectiles velocities in ME2 (and probably still ME3, not just fill air in enemy vicinity with bullets and pray they took 20.

...They use the AK-47 because it was mass-produced, easy to use and maintain, and cheap to get on the black market. They'd be using AKMs and AK-74's if they could.

The Colt Model 1911 is a 101 year old .45 ACP design of a side arm. So why do all US Special Forces still use it? because its just that good. Same thing applies with the Mattock, it may be old but old != bad.

Fast, but highly controllable rate of fire. Semiauto, but can fire very quickly. Highly accurate. High damage. Good magazine capacity. Good hip-fire spread.
So, it does more damage, more accurately, with a higher DPS magazine capacity, a highly adaptable, controllable, and versatile RoF, high damage per shot, good magazine capacity, and it sounds cool/powerful.
The only weapon that could compare in ME2 was the Revenant.
