I buyed my game trough the xbox live marketplace a few months ago, but I got a problem, in order to get Shale and the Dragon Blood Armor for ME2 you need a code included with every single new copy of DAO... Obviously when you buy on Games on Demand you don't get those.
My question is, can I register this downloaded version to get Shale and the Blood Dragon Armor for ME2? Or I need to pay extra for the DLC? I think it's not fair to pay extra if I'm buying an absolutely new copy.

I don't think registering your copy of DAO here will entitle you to anything; at least I don't think an automatic unlock appears for the dlc you are after.
All you can do is contact EA support regarding the dlcs, especially the Blood Dragon armour. You may want to check on XBox Live marketplace whether it states that The Stone Prisoner is supposed to be included with the digital version there.
