ME2 Romance with Liara; Her picture is up, but didn't want to romance her

I'm not sure whether the game considers Shep to be in a romance or not because I basically turned Liara down on the way to Ilos. I was planning on having no LI in ME1 and have my Shep go for Garrus only. Is she still considered to be with Shep? I really don't think it makes any sense because I even had Shep reject her on the second conversation, not talk to her a third time, and then reject her wanting sex.

Seems like a big bug. You should not have any photo if you refused to pursuit a LI in the first game.
That said you will still be able to romance garrus even if you have that photo up.
You will have to sort that out with Liara during the LotSB DLC but you will be able to end her relationship and be with Garrus.

It looks like you've been ninjamanced. Unfortunately, it's a known bug that if you're mean to Liara in one of the romance conversations it continues the romance instead of ending it.

And unfortunately with Liara once you're stuck you're stuck. She doesn't even leave when you bite her head off at the lockers. :?

So if I cancel it in LotSB, will it still have an affect in ME3 (like if I cheated on Kaidan with Garrus)?

Ouch. Liara really doesn't know how to let go.

Yeah I think cancelling it in LOTSB would work. I would hope so.

I think in the conversation where you can choose to start a romance, only the neutral rejection option works, the renegade option is bugged and triggers a romance.

If you download Gibbed (it's a mod somewhere in this forum), you can change your save data to never having romanced Liara. There should be a section called Plot, then Mass Effect 1, then Flags, and finally you just un-check the little box by [Player] Romancing Liara to destroy the relationship.

That's what happened, by the way. It's usually caused by choosing the "I'm not interested" option, but what you described is exactly the same. It's a really annoying glitch. You can break up with Liara and stay with Garrus after LotSB, but the game does consider that an active romance. You could replay the game like I will (recruiting Liara after Virmire means that the romance cannot start), or if you have enough tech skill, there are savegame editors (as someone else suggested).

Yeah, I've never used the editors. I just replay.

Liara's romance is considered active throughout ME2 up until your choice in LotSB (even if your Shepard sent her away during the final romance scene of ME1). In LotSB, you have an option to break up with Liara or continue the romance with her. I haven't heard about any problems with this not working, but keep in mind that Liara's dialogue will sound like she believes you were in a relationship. She has specific lines for a Shepard who "cheated" on her with Garrus. So if you don't mind that and just want to make sure your Shepard is only with Garrus for ME3, it should work to break up with her in LotSB. If you don't want your Shepard to be involved with someone else when you romance Garrus in ME2, you'd have to replay ME1.

I would recommend not calling someone stupid for literally no reason. That said, I wasn't trying to romance Liara at all in ME1. Why would I want the Shep I wanted with Garrus to be with Liara when she said she wasn't interested and turned her away when she came to the cabin?

The only way to get a love triangle is to romance someone in ME1 and then romance Tali or Garrus in ME2. The rest of the romances don't count.

No, they just won't be on the Normandy with you. If you romanced them in ME2, then ME3 will know this, and you'll get the dialogue for it. Liara is a squadmate in ME3 though, so just in case, watch out for those romance traps!
