Also, Quebec. Quebec is one of those provinces/jurisdictions where the laws regarding contests and giveaways are highly restrictive, bureaucratic, and regulated.

Bioware/EA probably didn't want to deal with that; the nature of the contest means that the balloon could land in Quebec and therefore they'd have to deal with Quebecois regulations.

Bioware is a brand name to be used as EA sees fit (there are Bioware studios in US now too), and EA is a US company.

No favoritism towards Canada, at least not on a business level.
