"No" say the men on the Citadel "it belongs to everyone"

I rejected those answers. Instead, I chose something different. I chose the impossible. I chose Cerberus.

A group where the artist would not fear the censor, where the scientist would not be constrained by petty morallity, where the great would not be constrained by the small.

And with the sweat of your brow, Cerberus can be your organization too.

I might be motivated to play ME3 multiplayer if I could play as Cerberus agent. Phantom in particular looks good, and the second guy from the top has the best armor I've seen in ME.
