I cant just be that unlucky, im at level 73 and the only non-human character Ive unlocked is the quarian engineer and that was only once.
Im currently playing on the PC, is it easier to get characters on other platforms (for some reason) or is luck just really not on my side?
Character unlock bug?

Yep. I unlocked most of the races really quickly. Had to wait for a while before my weapons caught up though. Still haven't maxed the gold weapons.
I'm N7 level 98 (don't play soldier or vanguard) and also on PC.

Make sure you just keep buying veteran packs. Never unlocked a character with recruit packs.

I was well into the 1,000,000+ credits spent on vet pack before getting them all.(50 ish packs)

I'm n7 90ish and i still dont have carnifex, hornet, widow, or rev. And I'm still only x on like 3 of my baseline weapons but boy do sure get alot of human infiltrators .... its lvl 18 and I've NEVER played it.
