Can somebody please explain what the 30% power speed modifier at the end of some skill trees are? Fortification, for example.

You mean recharge speed?

Edit: Oh ok, just checked it. Some abilities (like fortification and tech armor) give you penaltys to your recharge speed. That perk allow you to reduce this penalty.

Fortification and Tech Armor give you a 60% penalty to recharge speed when they are active.

This upgrade cuts that in half.

You use a power and then, you can't just use it again. That circle in the middle will need to connect and go white. Then you can use it. This will reduce the time it takes to do that, allowing you to use powers quicker.

Fortification and Tech Armor give you a recharge speed penalty, while active, so this will reduce that penalty.

If you're already at 200% due to low weight burden this will do nothing for you. Start packing another weapon.

Alright, so I noticed that this 30% applies only to a decrease on the power recharge time based on the weight. It doesn't "cut fortification's recharge time in half" as was mentioned earlier.

Let's your PRT (power recharge time) is 140%. This evolution makes it 110% for that power. That's it.
