 So in my journal it says that I have the key required to activate the orb, but when i target the artifact and try to use it it says something to the effect of  " it wll require some sort of key to use this and this is a mystery i am unlikely to solve" . Is this a glitch or something?

If you got the trinket from the Consort for helping out with the Elcor diplomat, then yeah, it is a glitch.
